Is this deprecated? Is something else recommended instead? Is it considered functional and complete? Are new maintainers wanted/needed?

Some clarification should be provided, I think. I don't know the project well, but it sounds useful and probably deserves a final status update at least. Seems that there are open PR's too.

For now, it looks like @damscal (https://github.com/damscal/Tagsistant) and @sneakin (https://github.com/sneakin/Tagsistant) might have the most updated forks, in that order.

as far as I know, the dev abandoned the project due to too small footprint. So it is no longer being maintained. It is pretty functional and indeed useful, with only a few minor bugs in its more advanced features such as triple tags. My fork is only a clone that I've used to package the software as-is for nix. The closest alternative is TMSU, but it has only a subset of tagsistant's features.
New maintainers would be auspicable, especially for fixing the few remaining bugs and packaging. If you are interested I can share my nix wrapper of tagsistant that I made for personal use and did not yet PR to nixpkgs. It saves the trouble from having to hunt for tagsistant's dependencies manually.

@damscal: I'd be interested in the nix wrapper... Even though I might not get back to working on this for a bit.. I've been watching the Tagsistant repo for a while (read: years) and hope to find some spare time to really dig into it more...

It is made of the toplevel files default.nix and package.nix
