Refactor right mouse navigation operator

Thanks for submitting, I will check this out.
I know that for me instant navigation is a requirement, but I don't want to impose my own preferences if this feature is something that a number of users prefer.
If it all works well but isn't how I need it to work then I'll probably add a Priority option in Preferences to switch between Instant and Long Press for Navigation.
I'll update here once I've had a chance to play around with it.
