developerDashboardFqdn and storeAdminUrl in packages/cli-kit/src/public/node/context/fqdn.ts were missing unit tests.

WHAT is this pull request doing?

Adds unit test coverage for developerDashboardFqdn and storeAdminUrl in packages/cli-kit/src/public/node/context/fqdn.test.ts to verify domain formatting and environment-based (local vs. production) domain resolution.
