Benchmark and CI config only; no production serving or auth paths. Main effect is different published perf numbers from the new image and kernel path.

Overview
Updates Qwen3.5 FP4 single-node SGLang benchmarks on MI355X so CI uses a newer ROCm image and forces the AITER FlyDSL path at runtime.

For qwen3.5-fp4-mi355x-sglang and qwen3.5-fp4-mi355x-sglang-mtp in .github/configs/amd-master.yaml, the container image moves from v0.5.12.post1-rocm720-mi35x-20260604 to v0.5.13-rocm720-mi35x-20260612.

Both qwen3.5_fp4_mi355x.sh and qwen3.5_fp4_mi355x_mtp.sh now export AITER_FLYDSL_FORCE=1 alongside the existing SGLANG_USE_AITER settings. perf-changelog.yaml records the image bump and env change for those config keys.
