Integrates the validated release/1.0.35 platform build infrastructure into main while retaining main's newer product, media, graphics, CI runner policy, and version metadata. Adds macOS x64 cross builds on the Apple silicon runner; locked glibc 2.27 Linux x64/ARM64 cross builds and ARM64 finalization under QEMU; ABI, package, compatibility, and consumer gates; and PR-local finalizer image construction. The 1.0.35 release pipeline passed before this integration. Main branch CI and NuGet workflow must validate this merged tree before merge.
