PR #772 merged at 0e24a757c806ba23ff9a440b0dc7544a249c909d. The reachability catalog now includes URL static parsing and a fail-closed media-capture slice. The pinned scan finds 43 media-capture references across 10 unchanged Code OSS files, including Chat voice onboarding, speech-to-text, PCM worklet, and microphone capture sources.

No media capability is claimed: accepted evidence remains zero. Implementation owners are WebScene #770 and AppScene #289.

Gap

The Code OSS Web API catalog currently counts URL object-URL calls but not the newly proven URL.parse()/URL.canParse() consumers. It also has no media-capture slice despite direct navigator.mediaDevices, getUserMedia, enumerateDevices, MediaStream, and AudioWorkletNode usage in unchanged Chat/voice code.

Change

• Expand the URL reachability probe to include URL.parse() and URL.canParse().
• Add a media-capture catalog entry covering MediaDevices, user/display capture, MediaStream tracks, MediaStreamAudioSourceNode, and AudioWorklet.
• Regenerate the revision-pinned static reachability snapshot.
• Add a fail-closed media-capture ledger claim owned by Implement MediaDevices microphone and AudioWorklet PCM for Code OSS Chat #770 and AppScene#289 with no accepted evidence.
• Keep URL supported-surface wording scoped to Implement URL.parse and URL.canParse for Code OSS browser consumers #768 while full URL conformance and package evidence remain blocked.
