…napshot (#1) The URL branch of skip_existing required pkg["build_number"] to equal the locally-configured build_number. RoboStack-published packages have higher build numbers from rebuilds, so the equality never held and URL-based skip silently failed — vinca emitted recipes for every transitive dep instead of only first-party packages. Match by name only (mirroring the local-path branch). trigger_new_versions semantics preserved. Also restructure read_snapshot so rosdistro_additional_recipes loads independently of rosdistro_snapshot. Previously the function returned early when snapshot was unset, silently ignoring additional_recipes. Distro already accepts a None snapshot, so no downstream changes are needed.
