- Add LICENSE (Apache-2.0), CITATION.cff, CODE_OF_CONDUCT.md, CONTRIBUTING.md
- Pin requirements.txt versions (mkdocs-material==9.5.0, mermaid2==1.1.0)
- Add GitHub Pages deploy job to docs.yml workflow
- Add External References and Version Alignment tables to README and implementation.md
- Add readiness checkbox and implementation note to field_trials.md
