Bootstrap: resync inventory + spine coverage after #18653/#18651

Summary

• Regenerate docs/bootstrap-inventory.md after lib/JIT/NamedArgs.php drift from Language: typed variadic named parameters — TypeError not unpacked ints (#18647) #18653 (typed variadic named parameters).
• Append four missing vm.php-path files to compiler_lib_spine_smoke (DOM XPathQuote, session save-handler helpers from Stdlib: DOMXPath::quote() missing — PHP 8.4 XPath string escaping (ext/dom/xpath.c) #18650/Stdlib: DOMXPath::quote() — PHP 8.4 XPath literal escaping (#18650) #18651) so check-selfhost-spine-coverage-sync is green again.

Lane B had no eligible open compile/link issue (all lane-B items are stdlib/ext-owned or have open PRs). Fixed first red bootstrap gates instead (refs #1492).
