Bootstrap: spine sync openssl_dh_compute_key (#1492)

Summary

• Add ext/openssl/openssl_dh_compute_key.php to compiler_lib_spine_smoke — landed in inventory via Stdlib: openssl_dh_compute_key() — Diffie-Hellman shared secret missing (ext/openssl/dh.c) #6596 but missing from spine
• Restore 4774/4774 spine coverage (check-selfhost-spine-coverage-sync)
• Refresh M2 footnotes (README, roadmap, self-host docs) and BootstrapSelfhostBundleTest count

Root cause

ci-fast.sh spine-sync gate failed: ext/openssl/openssl_dh_compute_key.php on vm.php path but not in spine bundle.
