Overview
Pins the PM4 deploy workflow to the reusable workflow ref enable-octane-cicd instead of main, so CI/CD runs against the Octane-enabled pipeline (aligned with the “do not merge” test intent).

Updates config/octane.php so AnonymousUser is not warmed at worker boot when MULTITENANCY is enabled—avoiding a default-database lookup before tenant resolution—and instead adds AnonymousUser to the per-request flush list in multitenancy mode so it is resolved in the correct tenant context.
