Adds
data/pc/common/packFormats.jsonmapping each PC version to its resource pack format number (needed to create resource packs), plusschemas/packFormats_schema.jsonand test registration.Values are based on the Minecraft Wiki pack format table and cross-checked against miranda1000's manually tested mapping referenced in the issue.
57 release versions covered (1.7 → 26.1). Snapshots are excluded. Verified: 860 tests pass; schema validates the data.
