Update rotate keys functionality to use author_rotateKeysWithOwner

Enhance the rotate keys functionality by updating the RPC call to author_rotateKeysWithOwner, which now requires an owner parameter. Additionally, update the Go version and dependencies to ensure compatibility with the latest features.
