Description

Fixed the scrolling logic for developer tool in the footer. The system should now scroll to the top on clicking developer tools in any browser.

Changes

Updated the DeveloperLayout.jsx file and added a scrolling function to it

Tests

Ran the updated file locally and tested the on click functional behaviour on different browsers
