Decouple ACS weeks carriers from unemployment compensation (battery burndown, stacked on #742)

The weeks_unemployed incidence red (ratio 0.031 vs band [0.8, 1.25]) traced to an erroneous coupling of ACS weeks carriers to unemployment-compensation carriers. This PR removes the coupling, adds the regression and a SHA-pinned replay predicting the corrected ratio (1.00067), and the cold 1% host build confirms it: physical battery failures 114 → 113 vs the pkg3 base, the weeks incidence leg green, zero regressions (committed evidence: experiments/battery_burndown_residual_evidence.md).

Also adjudicated in the lane, with citations: adult care, unemployment-compensation QED, and Schedule D were already resolved by #742; SSI incidence traces upstream to countable-income distributions with no calibrated surface owned here.

Suite green per commit; no tuning; no builds from the lane (host queue evidence only).
