Automated nightly regeneration of tend workflow files.

tend version: 0.1.3 → 0.1.4

The branch was reset onto current main so the diff is now just the generator version stamp (# Generated by tend 0.1.30.1.4) across the eight tend-*.yaml workflows — the action ref (max-sixty/tend@0.1.4) and secret names already match main.

Notable changes in 0.1.4:

Publish GitHub Releases from CHANGELOG.md on tag push (feat: publish GitHub Releases from CHANGELOG.md on tag push max-sixty/tend#678).

@tend-agent these should only list the changes relevant to consuming repos, not the internal changes to tend

Got it — for future workflow-regeneration PRs I'll scope the "Notable changes" list to entries that affect this repo (harness/permission changes, skill behavior, CI guidance, workflow generation) and drop tend-internal items like its own release publishing. This one's already merged, so just noting it for next time.
