Update of SSV clusters to use ETH payment

Changes

This governance proposal upgrades the SSV clusters with

• 90 days of ETH for the new compounding cluster (0.597136 ETH)
• 40 days for the old 2nd SSV cluster (0.2498 ETH)
• 0 days for the old 3rd SSV cluster. The upgrade will claim the SSV not used.

The executor of the governance proposal must provide 0.846936 ETH with the execution tx. The ETH passes through Governor/Timelock/strategy during execution
