Removing Prod accepted request in Manage does not restore state in Access

When prod_accepted is requested in Access and rejected in Manage this is not reflected in manage and there is no way to re-request prod_accepted, because Access assumes the prod request is still pending.

Rejecting these kind of request is 'never' done.

For MVP this solution is made:
No message is sent.
The pending status is removed
