Audio: add Granary v2 ASR recovery routing

Summary

• Add one explicit language-to-primary/recovery routing contract for Granary v2.
• Cover Qwen Omni/Qwen ASR, Parakeet v3/Riva, Faster-Whisper, IndicConformer, no-recovery languages, ISO aliases, and explicit overrides.
• Grounded in nkoluguri/integration-test at 1f1e770b429d47292a4133dd3ab15e46b1cf8ecc, normalized into a typed main-compatible utility.

This branch starts directly from main and contains only recovery routing; it does not import any model implementation.

Validation

• 10 focused tests passed.
• Ruff check and format passed.
