Remove unused pytest-nhsd-apim and bump pytest to 9.0.3

Description

Removing the apim testing package as we don't use it here. It has pinned dependencies which have vulnerabilities, so we should ditch it in favour of keeping our codebase up to date and secure.

Context

We only test directly, the regression test repo could use it with mock auth, if need be
