The reusable workflow's old home moved to NDDev-Archive, and an archived repository cannot serve a reusable call -- every invocation failed at resolution. The workflow and its action are vendored in ci-workflows now; pin to the commit that published them.

The old reusable-workflow path (
NDDev-OpenNetwork/github-actions) moved to NDDev-Archive; archived repositories cannot serve reusable calls, so every ci-feedback run failed at resolution. The workflow and its composite action now live in ci-workflows (merged as 9adc78a). Pin updated to that commit.
