Updates the delegation API reference to document a new parentPermissionContext option (mutually exclusive with parentDelegation) for createDelegation and createOpenDelegation.

Clarifies createOpenDelegation parameter requirements by making scope conditional (required only for root delegations and otherwise inherited from a provided parent chain).
