restart: regression test for disabled cluster replica size (SQL-306)#37640

Boot with a size enabled and a replica using it, then restart with the size disabled. The environment should still boot, the replica should survive, and a new replica of the disabled size should be refused. This locks in the behavior MaterializeInc#36969 fixed. Closes SQL-306
