What this PR does / why we need it:
将 Halo AI Foundation 调整为可选依赖，并在运行时通过 Halo 插件资源判断其是否真正启用。未安装或未启用 AI Foundation 时，Live2D 本体仍可正常使用，前台不会启用 AI 聊天入口，后端聊天请求也会返回明确提示。
