Description
FIPS 140-3 support is coming in a 3.14 patch, and other versions afterwards as well.
Reviewers: you don't need to copyedit the FIPS 140-2 page, I just renamed the file + added a note at the top of it. The rest of the doc is unchanged. Please focus on 140-3, which is the new default page.
For the version support policy, I wasn't sure how to call out the differences in the FIPS versions, so I just expanded the note. Let me know if you have other ideas.
