Summary

Adds progress instructions to the code review council coordinator prompt so the session log reports when the council starts, when each specialist begins, when all specialists have responded, and when the council is complete. The startup message includes the specialist count, specialist names, and formatted governance strategy.

Adds unit coverage for the expected coordinator status messages.
