Create the modular monolith workspace, application-owned ports, one composition root, architecture ADR, and dependency-boundary checks.
Pin Rust 1.97.1 through Debian Trixie rustup, centralize exact dependency and tool versions, add Cargo.lock, and enforce locked CI checks.
Add validated Modbus identifiers and limits, exact engineering values, typed quantities and units, integer/float/BCD/enum/bitfield codecs, telemetry quality, and property-based boundary tests.
