🛑 Suggested Action - Manual Review

Review summary
This is an automated release-please version bump for @loopover/miner from 3.1.0 to 3.1.1, incorporating two fixes (timeout bound on GitHub fetches, fail-closed chat-action error handling) via a dependency bump of @loopover/engine to ^3.2.1. The diff is mechanical — version fields, manifest, changelog, and lockfile updates — and consistent across all four touched files with no logic changes.

Nits — 3 non-blocking
  • package-lock.json's engine entry snippet shown still lists ^3.2.0 in the pre-change context while package.json's dependency range moves to ^3.2.1; worth double-checking the lockfile fully reflects the new range (not verifiable from the truncated diff).
  • None beyond the standard release-please flow; merge once CI is green.
  • Readiness score is below the configured threshold — Use the readiness panel as advisory maintainer context; the score does not block this PR.

  • Then work through the remaining 4 steps in the Signals table above.
Signal definitions
  • Related work = same linked issue, overlapping active PRs, or title/path similarity.
  • Change scope = cached public metadata such as size labels, draft state, and review-burden hints.
  • Validation posture = whether the PR provides enough public validation/test evidence for maintainer review.
  • Contributor workload = public contributor activity and cleanup pressure, not a repo-wide quality failure.
  • Contributor context = public GitHub/Gittensor identity context; non-Gittensor status is not a blocker.

Superseded: miner v3.1.1 was already cut manually in #7064 for the same reason as #7056 (see that comment). Main is already at packages/loopover-miner v3.1.1. Closing; release-please will recompute a fresh proposal from here on its next run.
