Bumps the `TensorAlgebra` compat to `0.16` to pick up its updated `unmatricize` domain-axis convention (ITensor/TensorAlgebra.jl#199). ITensorBase's tensors are dense, where that convention change is a no-op, so no code changes are needed and the full test suite passes unchanged.
