This PR restructures the action to follow GitHub’s expected JavaScript action distribution model (bundled artifact committed, node_modules not committed). It also upgrades Node runtime usage to Node 24 and tightens dependency update cadence/policy in Dependabot.

Action packaging + runtime contract
- Switched action entrypoint from source to bundled artifact (dist/index.js).
- Updated action.yml runtime from node20 to node24.
- Added bundling workflow via @vercel/ncc and package scripts to produce distributable output.
Repository hygiene
- Added .gitignore rules for node_modules/ and npm debug logs.
- Removed tracked node_modules content from the repository to keep source control clean and deterministic.
Dependency updates
- Upgraded action toolkit dependency (@actions/core) to current compatible major for this codebase/runtime.
- Refreshed lockfile to reflect the updated dependency graph.
Docs and consumer workflow alignment
- Updated README examples to current ecosystem expectations:
  - Node 24
  - actions/checkout@v4
  - actions/setup-node@v4
Dependabot policy
- Changed npm update schedule from weekly to monthly.
- Configured cooldown to require package versions be at least 3 days old before version-update PRs.
