Fix PyTorch isclose device placement

Summary

• Keep PyTorch isclose and allclose operands on an existing non-CPU tensor device.
• Patch both raw and public PyTorch backend helpers.
• Add a focused regression test using a meta tensor, so the mixed-device path is covered without CUDA.

Validation

• Regression test added in tests/test_pytorch_isclose_device_contract.py.
• Not run locally because the sandbox cannot clone GitHub.
