Add win-arm64 runtime build and CI artifacts - #478

Enable win-arm64 alongside win-x64 so Windows on ARM users can run FancyWM natively. CI now builds both RIDs and uploads arch-specific zip artifacts on release tags. Co-authored-by: Cursor <cursoragent@cursor.com>
