5. Enable "Simulate failing network requests".
6. Create an expense.
7. Wait for the expense submission to fail.
8. Verify that The failed expense displays a submission error

@mkhutornyi I pushed the fix. I believe it was working well before as shown in my recording in PR description. I think Someone have updated something on main so it leads to above regression.
