Adds a new 1.20.0-rc.6-otp-29 Docker image directory so the publish workflow can push defactosoftware/elixir:1.20.0-rc.6-otp-29. The image is based on the available Hex OTP 29 Debian Bookworm tag and includes the same Node.js, git, SSH, curl, xz, and build-tool setup as the current CircleCI-focused image. This is needed because the defactosoftware Docker Hub tag does not exist yet while the upstream Hex image does. Validation was limited to diff review because Docker is not available in this workspace shell.
