[Golang] fix: bump component version for test_payload_metadata_TS012 to v2.10.0-dev

Motivation

dd-trace-go doesn't currently implement in v2.9.0 the expectation from test_payload_metadata_TS012.

Changes

Bump component_version to v2.10.0.
