What Does This Do

This PR updates the pinned latest eligible stable tool versions used by CI Visibility smoke tests
and by the Maven instrumentation latestDepTest.
Only releases at least 48 hours old are eligible.

• Gradle: 9.6.1 (published 2026-06-26)
• Maven: 4.0.0-beta-3 (unchanged)
• Maven Surefire: 3.5.6 (unchanged)

Motivation

Keep smoke tests running against the latest eligible stable versions of build tools without adopting releases in their first 48 hours.

This PR updates Gradle from 9.6.0 to 9.6.1 in the smoke test configuration — a standard, low-risk patch-level version bump generated by the automated workflow. All properties are correctly formatted, versions are internally consistent, and no production code is affected. The change is ready to ship.
