Port of upstream anomalyco/opencode#36003.

Caps the models.dev catalog refresh with a 2s timeout and falls back to the cached/bundled catalog when the refresh stalls, so startup and model resolution never hang on a slow catalog endpoint. Our fork's rebrand commits do not touch models-dev.ts (verified via git log), so no adaptation was needed.

Verified: bun test test/models.test.ts (10 pass) and bun typecheck from packages/core. Applied cleanly.
