fix(core): extract zips with tar on Windows instead of Expand-Archive

Port of upstream anomalyco/opencode#36035.

Windows zip extraction now uses tar (bundled with Windows 10+) instead of PowerShell Expand-Archive, which fails inside Bun-compiled binaries due to module-load restrictions.

Verified: bun typecheck clean in packages/core and packages/opencode (no archive test suite exists upstream or here; behavior is Windows-only). Applied cleanly.
