RCA/feasibility: closing unmerged as low-value work on a superseded implementation shape. Moving one invariant string assignment outside a loop does not address a measured scheduler bottleneck or correctness defect, while active #828 is replacing the same monolithic scheduler with an approval-policy facade plus delegated core and changing stale-review authorization semantics. Carrying this micro-refactor now creates reconciliation work on the security writer for no material operational gain. Re-profile/reconsider only after #828 integrates on protected main. |
