Superseded by #277, which is now merged.

The stylelint config packages peer-require each other, so no single one of them can move on its own — this PR's own CI failed with Could not find "stylelint-config-recommended-scss" (exit 78) before linting a file. #277 bumped stylelint, @nextcloud/stylelint-config, stylelint-config-recommended-scss and stylelint-config-recommended-vue together, so this bump is already on development.
