Adds Gemini 3.1 Pro as an always-available freebuff model with 1 admit per 24 hours and explicit waiting-room capacity. Updates free-mode model allowlists so the root, editor, and reviewer can use selectable freebuff models, while enforcing that free-mode subagents must run under an active freebuff root run. Adds a Gemini-specific base2 eval agent and covers the new model, session quota, hierarchy, and free-mode rate-limit behavior in tests.
