Ruff bump breaks lint CI

Bumping ruff to 0.16.1 activates new preview rule RUF105 under this repo’s select = ["ALL"] with preview = true. Existing # noqa suppressions in test modules will make pre-commit’s ruff check --fix fail until those comments are migrated or the rule is ignored.
