Pins the Cacti checkout used by the integration workflow to
release/1.2.31.This makes CI exercise the declared Cacti 1.2.31 compatibility contract instead of a moving development branch.
Validation: workflow YAML diff reviewed; the exact
release/1.2.31ref is present in the local Cacti checkout.Closes #341
