deps: update py deps to latest

Bumper update of all py deps to latest

I'm not sure all these deps are the latest, e,g we are using Jinja2==3.1.3 elsewhere.

It would be good to have the other Green project deps in sync with these versions since they are installed into the same venv for local testing. Do you want to ping me offline to organize updating them in sync?

Not sure what you mean - 'Jinja2==3.1.6' is later than '3.1.3' (?) and is I think the latest.
(Really I was just aware this project (and ofc Jade) have not been updated for some time...)

But agree with this statement in general - if we have a central agreed/latest common list that'd be great.
