[azure-ai-projects] Add rubric health and lineage models

Description

Regenerates �zure-ai-projects from the Foundry evaluator contract in Azure/azure-rest-api-specs#44929.

The generated surface adds RubricHealth, DimensionMetadata, SupersededDimension, DimensionChangeKind, and RubricHealthConfidence. Custom operation patches preserve the shipped evaluator, dataset-generation, and agent-optimization job signatures while incorporating the regenerated models.
