What this adds
Documentation and a portal-ready file for the Activate Azure Benefits for Windows Arc Machines policy. The policy definition itself is unchanged.

The folder ships three files (
azurepolicy.json,azurepolicy.rules.json,azurepolicy.parameters.json) with no README, and it isn't obvious which to use where. Pasting the ARM-wrappedazurepolicy.jsoninto the portal fails with:The new README explains the three-file layout, gives ready-to-run CLI/PowerShell, and points portal users at the new
azurepolicy.portal.json. It also cross-links the companion SQL Server Arc license-type policy inmicrosoft/sql-server-samples.
