Updates the 20260720T000000Z security patch delta release notes to reflect the current package upgrade/install differences.
Changes:
- Reorders and reformats upgrade entries (moving previously unnumbered/indented “Upgrade:” lines into the numbered list).
- Adds/retains additional package upgrade entries (e.g., tar, cifs-utils, wget, libxml2, linux-* packages) under the appropriate diff sections.
- Keeps the “No reboot required” vs “Reboot required” package-difference sections separated while updating their contents.
