Changes

Use the registered Marketplace publisher ID: azayzel-comparelab.
Validate saved release artifacts against the current manifest identity.
Assign all files to @Azayzel through CODEOWNERS.
Document the active main-branch rulesets: mandatory tests for everyone; owner-only PR review bypass.

npm run package: 228 tests pass and VSIX builds successfully.
Packaged identity verified as azayzel-comparelab.comparelab.
Both remote rulesets created successfully with separate review and test enforcement.

The failed v0.2.1 draft remains unchanged. Merging this fix triggers v0.2.2 with the correct publisher.
