Delegate releases to Standards

Summary

• replace the copied 189-line release implementation with a 29-line caller of the reusable Standards workflow
• pin the shared workflow and existing Standards actions to the verified v0.1.16 candidate commit
• keep only Configuration-owned triggers, module identity, CI candidate construction, and caller contract tests
