Adds DataCharter to the Tools section.
DataCharter is an open-source (Apache-2.0), local-first data explorer built around a data contract. A YAML
charterdeclares sources, PII, and per-column/table access rules, and DataCharter enforces that contract when serving DuckDB-federated data to both SQL users and AI agents (over the Model Context Protocol). It fits alongside the existing contract-tooling entries as a lightweight, runnable way to see a data contract actually govern access.
